Bill Cooper is a retired Chief of Police, who brings senior management experience from the private sector. Bill is a management expert who has consulted with and taught organizations on optimizing performance with existing resources, especially in difficult economic times. He has been featured on radio and television, and his unique and successful management model has been the subject of several graduate theses. The depth and breadth of Chief Cooper’s background has been described as being in the top 5% of the most diverse and comprehensive qualifications relevant to management. He has been called a pioneer in law enforcement and his methods and models have turned around public and private sector departments.


Chief Cooper holds an MBA and a Master’s Degree in Public Administration, and is a graduate of the FBI National Academy and Washington State Law Enforcement Executive Command College. He is a Lean Six Sigma Master Black Belt and Six Sigma Black Belt. Bill has been an adjunct professor, teaching MBA courses in Organizational Development, High Performance Organizations, and Executive Leadership, and lectures extensively on management to exceed expectations in any economy. He is currently the Director and Associate Professor of the Criminal Justice program at Northwest University.

Bill is the author or co-author of ten books, and provides keynote addresses, training and consulting services.
